Two arrested in separate highway incidents

Reckless driving and substance abuse led to the arrests of two men last weekend during separate incidents.

The first man was taken into custody by a Millard County Sheriff ’s Deputy Saturday evening, after initially being pulled over for speeding.

William Kamara Cull, 39, of Michigan, is charged with Class A misdemeanor failure to stop at the command of law enforcement and Class B mis-demeanors for reckless driving, possession of a controlled substance and drug paraphernalia, as well as Class C misdemeanors for possession of an open container of alcohol in a vehicle and driving on a suspended license and infraction driving without registration.

A probable cause report in the case states Cull was pulled over on southbound I-15 near mile post 167, for allegedly going 104 miles per hour in an 80 mph zone. 

When the responding deputy made contact, Cull “was moving around a lot and seemed upset.” When asked for his drivers license, Cull began to yell and punch the steering wheel, saying he was “frustrated with other drivers.” 

He did give the deputy an identification, stating it had been suspended. Cull began to get upset again, the report states, and “grabbed his steering wheel and was looking all around.” 

Cull was asked to the leave the vehicle to speak with law enforcement, when he initially refused, but complied, asking “if he could sit in the ditch.” Once additional law enforcement arrived, Cull allegedly attempted to flee on foot, heading north. 

“I yelled at William to stop and not run from us,” the report sates. Cull continued to run until caught and placed into handcuffs. Once detained, deputies performed a search of Cull’s person, allegedly discovering containers of THC. 

Dispatch allegedly confirmed Cull’s license had been suspended; he also had a no-bail warrant out of Michigan. 

Cull was transported to the Millard County Jail. During an inventory search, deputies allegedly found an open container of alcohol in the passenger side door, along with a cooler of marijuana and a metal grinder. Cull is slated to make his initial appearance in court Wednesday morning. He was being held Monday on $3,500 bail. 

A second man was arrested just after midnight on Sunday, after another motorist tipped off Utah Highway Patrol of a semi-truck driving erratically.

Marty Lee Peterson, 56, is charged with Class B misdemeanors driving under the influence and alcohol restricted driver, Class C misdemeanors ignition interlock violation and possession of an open alcohol container and unsafe lane travel. 

Probable cause reports state a local trooper was alerted by Richfield dispatch about a reckless semi traveling southbound on I-15 near milepost 88. 

“The reporting party stated that she had been following this Amazon Prime semi truck with a box trailer since Spanish Fork, and that during that time it had swerved in and out of its lane almost causing approximately 15 crashes,” the report states. “The reporting party also observed the driver got out of the vehicle at the 188 southbound off-ramp and stumble around as he walked.” 

The trooper located the semi four miles south, near mile post 184, allegedly noticing the vehicle swerving over the dotted and solid lines. The trooper initiated a stop and made contact with the driver, later identified as Peterson. 

“I spoke with Marty and asked if he had been drinking,” the report states. “Marty denied that he was drinking and stated he must be tired.” The trooper noted Peterson’s eyes were red and bloodshot. The trooper was also able to observe an open, partially full can of alcohol and additional, unopened containers within the cab. 

There were several open, empty cans within a plastic bag. As the trooper continued to speak with Peterson, he allegedly detected the odor of alcohol on his breath. The trooper had Peterson exit the vehicle to perform field sobriety tests, which he allegedly failed. 

Peterson was then placed under arrest. During a records check, the trooper discovered the suspect had been previously arrested and convicted for impaired driving in 2016, and was required to have an ignition interlock system in his vehicle. 

Upon arrival at the Millard County Jail, Peterson submitted to a breathalyzer test. His preliminary test results yielded a .249, nearly five times the .05 legal limit in Utah. 

Peterson is expected to make an initial court appearance on Wednesday. He was being held Monday on $2,500 bail.
